Residency Law Violators Can Leave Country Penalty-free

The UAE’s Federal Authority for Identity and Citizenship has announced those who violate the country’s Residency Law by overstaying their permit will be allowed to leave the country penalty-free. Workers with expired permits, jobseekers on expired visit visas and people working without any documents will be covered. It also applies to entry, residency and visa law violators who left their sponsors as well as those who violated business contracts during grace periods.

All related fines, including ban stamp fees will be waived for offences committed before 1 March. The penalty-free period will run from 18 May to 18 August. It follows a Cabinet Decision exempting all foreign residents and visitors who have overstayed their permits from fines from 18 May for three months. Investors and violating company owners will have to cancel the violators’ status, while those who are sponsored individually will have to be accompanied by their sponsors when applying for permission to leave the country.

In order to leave the country, violators will have to book their travel tickets with their embassies and national air carriers or other carriers, confirm their boarding passes and travel from Abu Dhabi, Dubai, Sharjah or Ras al Khaimah airports. The procedures will vary depending on the permission type. Residence visa holders will need to contact the departure airport to finalise the relevant procedures. Visa violators who are leaving the country from Abu Dhabi, Sharjah and Ras al Khaimah airports will have to arrive six hours before their flights are due to leave to complete their travel procedures. Violators wanting to leave the country from Dubai Airport will have to contact an audit centre 48 hours before their flights. These centres are Al Qusais Police Centre, the Civil Aviation Security Police Centre and the Deportation Centre. Disabled people and under-18s are exempt from these procedures.
