New Recruitment Procedures for Expatiates Announced

Oman’s Manpower Ministry has announced new recruitment procedures for expatriates working in construction and brick factories in the Sultanate. Under Oman Ministerial Decision No. 127/2020, a license to recruit expatriates in construction will be required. This license will only be granted if the employer is engaged full-time in managing the facility and is insured with the Public Authority for Social Insurance and the Public Authority for Small and Medium Enterprises Development. The company should not have committed any labour law violations or have any expired work permits.

The Omanisation percentage should not be less than 10% for establishments who employ up to 99 expatriate employees. Those companies who employ over 99 expatriate employees should have an Omanisation rate of at least 12%. Companies involved in Government projects, global category registered companies and companies with under 100 employees will be exempt. A license to recruit expatriates in brick factories will also be required. This license will only be granted if the employer is engaged full-time in managing the facility and is insured with the Public Authority for Social Insurance and the Public Authority for Small and Medium Enterprises Development.

The company should not have committed any labour law violations or have any expired work permits and should pay the required fee. The Ministerial Decision was published in the Official Gazette on 30 March and came into force the day after its publication in the Official Gazette.
